Why flat-fee only, never commission
Spanish notaries (notarios) are public officials whose fees are regulated by the State (Real Decreto 1426/1989, modified by RD 1612/2011) and cannot be discounted, added to, or rebated. They are bound by independence rules and the Código de Deontología Notarial, Chapter V, which explicitly bans notaries from receiving 'retribución de intermediario por comisiones o pagos a terceros'. A directory entry therefore MUST be a flat annual listing fee — never a commission or per-lead referral. The flat fee is the only legal model.
